Our main working objective is, from a rights standpoint, to contribute to an effective reduction in the use, recruitment, and involvement of boys, girls and young people in the armed conflict through observation, prevention, protection, and political advocacy toward society, the State, and the international community.

Our working proposal puts forward actions in the framework of the following strategies:

  1. Strengthening Local Capacities

Strategy through which training, organizational development, and legal support actions are carried out with the purpose of generating a regional and national network capable of observation, prevention, protection, and political advocacy, contributing to diminish the impact of armed conflict on boys, girls, adolescents and youths.

To that end, Coalico´s member organizations, local and allied organizations, as well as boys, girls, adolescents and youths in the focus areas are provided with the necessary knowledge, skills, and practical tools for the implementation of international and national norms on children and armed conflict (particularly Security Council Resolution 1612) and for the development of alternatives for reducing the effects of the direct or indirect participation of boys, girls, adolescents and youths in the armed conflict, as well as mechanisms for prevention and protection.

  1. Observation and Monitoring

Strategy through which research, monitoring, and documentation are carried out with the aim of providing society, the State, and the international community systematic, objective, and continuous information and analysis on the dynamic of the use and involvement of boys, girls, and young people in the armed conflict.

To that end, the Observatory on Children and Armed Conflict was designed including an information system that registers, monitors, and distributes information on the situation of boys, girls, adolescents, and young people who are victims of the armed conflict in the country. The system is continually fed by the Observatory and the local organizations in the departments targeted for Coalico´s work.

  1. Political Advocacy (Local, National, and International)Tool: Communication

Strategy through which local, national, and international advocacy actions are carried out in order to place on the public agenda the issues concerning the use, recruitment, and involvement of boys, girls, adolescents, and youths in the armed conflict and the need for a comprehensive and sustainable response.

To that end, at the local level actions are carried out involving dialogue with official authorities and other strategic actors, including the participation of local organizations, with accompaniment by Coalico. At the national level, dialogue is carried out with national-level institutions that can promote actions toward the local level, bear influence on municipal and department-level officials, and implement public policies. Finally, advocacy is carried out before international bodies that can make recommendations to the State in order to improve responses to the situation, and promote public policies and legislative change.
